CDSCO Asks Hair Colour Cosmetics Companies to Report Label, Composition Changes

All hair colour cosmetics importers and manufacturers are asked to ensure compliance with BIS standards.

The Central Drugs Standard Control Organisation (CDSCO) has directed cosmetics manufacturers and importers to ensure strict compliance with the prescribed standards for hair colour cosmetic products.

The regulator has also asked companies to report any changes made to product labels, composition, or quality specifications.

According to the CDSCO, hair colour cosmetic products are intended to alter, enhance or restore the colour of hair through the use of various dyeing or colouring ingredients. These products must comply with the requirements specified under the Bureau of Indian Standards (BIS) specifications, including IS 4707 (Part 1 and Part 2), IS 8481, and the labelling requirements prescribed under Rule 34 and Rule 37 of the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020.

lS 4707 (Part 1) Classification for Cosmetic Raw Materials and Adjuncts provides for GRAS (Generally Recognized as Safe) list for colourants and lS 4707 (Paft2) Classification of Cosmetic Raw Materials and Adjuncts provides list of GNRAS (Generally Not Recognized as Safe) and Restricted ingredients.

The requirements relating to permissible hair dye ingredients, restrictions on use of hair dye substances, declaration of ingredients, directions for use, mandatory caution/warning statements, patch test instructions and other labelling requirements are prescribed under the said rules and applicable BIS standards, including lS 4707 (Part 1 and Part 2) and lS 8481.

“All the importers/manufacturers are required to ensure compliance with the said standards. Changes/revisions to the label, product composition and product quality specifications shall be reported to the Central/State Licensing Authority as the case may be under the provisions of Rule 15 (2) and Rule 26 (k) of the Cosmetics Rules, 2020,” said Dr Rajeev Singh Raghuvanshi, Drugs Controller General of India (DCGI) and Central Licensing Authority.

The circular has been communicated to all cosmetics importers and manufacturers.
