eSushrut@Clinic Launched to Accelerate Digital Adoption in Small Clinics

Union Health Minister Jagat Prakash Nadda on Monday (June 29) launched eSushrut@Clinic, a lightweight, cloud-based Hospital Management Information System (HMIS) developed specifically for small outpatient clinics to support digital transformation across India’s healthcare sector.

Developed by the Centre for Development of Advanced Computing (C-DAC), the platform aims to address inefficiencies in healthcare digitisation among small clinics and improve access to digital infrastructure.

The initiative is intended to provide healthcare providers with an affordable, accessible and scalable digital platform, enabling them to adopt advanced software and services.

Addressing the Digital Gap in Small Clinics

Stressing the need for such a platform, the Health Ministry noted that many small outpatient clinics face challenges with manual processes and a lack of affordable digital solutions.

Large HMIS are often too complex and costly for these clinics. As a result, clinics struggle with inefficiencies in digitization of health system,” the ministry said.

Despite the availability of numerous private HMIS solutions, demand for a government-backed, cost-effective alternative has grown among healthcare stakeholders. Several States and Union Territories have also expressed interest in adopting a lightweight HMIS for public healthcare facilities.

Against this backdrop, eSushrut@Clinic has been developed to support broader adoption of the Ayushman Bharat Digital Mission (ABDM) by making digital healthcare tools more accessible.

The platform is intended for deployment across government Primary Health Centres (PHCs), Health and Wellness Centres (HWCs), sub-centres and private clinics.

According to the government, more than 800 healthcare facilities have already been onboarded onto e-Sushrut Clinic, generating over 680 health records. C-DAC is also implementing the eSushrut software across more than 15 AIIMS institutions and multiple state government hospitals.

Automates Clinic Operations

The platform streamlines patient registration, billing and MIS reporting while also supporting speech-to-text workflows and a Clinical Decision Support System (CDSS), helping reduce administrative burden and minimise errors.

Affordable Digital Solution

Designed with small healthcare facilities and clinics in mind, the platform offers a budget-friendly option to embrace digital healthcare.

User-Friendly Interface

The system is built to be simple and intuitive, reducing the need for technical expertise among clinic staff.

Cloud-Based System

Healthcare providers can access the platform from multiple devices without requiring complex infrastructure or installation.

Verified Healthcare Professional Onboarding

Integration of Healthcare Professional Registry (HPR) and Healthcare Facility Registry (HFR) forms part of the onboarding process. Doctors without HPR registration are not eligible to use the platform, ensuring authenticity.

ABDM Integration

The platform includes ABDM-enabled features such as Find ABHA, Clinical Decision Support System (CDSS), Scan & Share and speech-to-text functionality.

NHA–C-DAC Partnership

As part of efforts to expand digital health adoption under ABDM, the National Health Authority has signed a Memorandum of Understanding (MoU) with C-DAC. Under the agreement, C-DAC will take care of maintenance and upgradation of the software while NHA will provide facilitation and financial support.

The financial support includes: SMS charges to the patients regarding ABDM and other notifications, and cloud hosting charges for the application.

NHA will also extend call centre services to provide Level 1 customer support, while C-DAC will oversee staff training and quality audits.

The subscription cost for eSushrut@Clinic has been estimated at RS 499 per month for up to five users. Under the MoU arrangement, NHA will provide a Rs 200 subsidy, reducing the effective price to Rs 299 per month. The software will be available free of cost for the first three months. Additional users beyond the five-user limit will be charged Rs 50 per user per month.
